In a large pot, brown ground beef and drain fat.
While beef is draining, saute carrots, celery and onion in the same pot, about 5-7 minutes.
Return the beef to the pot and add broth, ketchup, tomatoes, sugar, bay leaves and spices.
Bring mixture to a boil and reduce heat. Cover soup and simmer for 20 minutes.
Remove lid, add tortellini and simmer an additional 10-15 minutes. Remove bay leaves and serve.
